I want to use this program however there is no Turkish Character (ISO-8859-9)support for PDF and RSS feeds, although in other parts program works fine with these special characters >>> üğişçöı ÜĞİŞÇÖ
Can this issue be resolved?

Are you refering to RSS or JavaScript feed? People often mix up those. Please, post a link to RSS where Turkish characters are not displayed correctly.
This problem is known to us, there is a workaround for this and we're realeasing the update that is addressing this issue among other things.

My test link: http://playground.word-press.net/
Category: test üğişçöı ÜĞİŞÇÖ
Sub-category: test2 üğişçöı ÜĞİŞÇÖ
Article: test article üğişçöı ÜĞİŞÇÖ
Problem1: RSS/RDF link on the main page. RSS content includes illegal characters.
Problem2: PDF version in the full story page. PDF version includes illegal characters.

Playground is set to URF-8, you should use ISO 8859-9 ("Latin 5") on your website for Turkish characters.
