The demo shows 'Blogs' in the main menu. Is this an integral part of the software, a plug in or a widget.

How is it turned on in the software?

Has it been in all 4.0 releases?

That is now an integral part of the software. "Blogs" is simply a category template you can activate and de-activate at will, as shown in the image below. This was not a part of 4.0 release.
