Theme creation or modification

I will like to know if somebody in the forum knows somebody who can developed a theme for me. I am looking to developed something similar to riverplate.com and will like a quote on how much will cost me to create a theme like that. (i dont need everything on that theme but will like a similar look the look is more important for me than the features).

let me know also if is a theme similar to that one that can be easily modify
