If that is the case, than you can edit your templates\xhtml\box\header.tpl and place your banner there.

I guess if the picture on the header is a background image, it would be easy to do what you mant... tweak on the css to set it to bg image... not tried that though... hehehe. make sure to make a backup first before making adjustments.
