Parsing XML

I am syndicating news from a news source into my vivvo cms. The news outlet is providing me xml files in a ftp location. How can i parse that feeds and see that they are automatically published into my vivvo CMS?

The only way to syndicate some content is with newsfeed importer plug-in. It means that structure of this XML document has to be in RSS or Atom. At the moment there is no other way to publish this content.
