User management

Where do I go to manage the users so I can make them:

* Administrator
* Editor
* Trusted Writer
* Writer

When I click preferences > users . I only get two options:

Show featured author box:
Show Admins in featured author box:

Strange, when I click the Users tab at the top next to Plug-ins. I have a menu on the left that deals with members groups etc

Strange..I don't have the tab but when I type in the URL it works..so the problem is fixed :D
