Admin area, side tabs are not working

We downloaded & installed the V4.0. For some reasons in the admin panel side tabs are not working. Javascript errors are noticed such as 'control undefined', 'class undefined'. Any clue where the installation went wrong?

Can you give more details on environment? Browser, OS?

Yes, I have tried to use both latest version of IE & Firefox on Windows XP. Firebug gives all error details. I have tried from 3 different desktops, all gives me the same results!

I think javascript codes are not loading properly, anyone has any idea how to fix this?
